Norwegian law classifies CBD differently from the rest of Europe, which is why we do not ship to Norway. Here are the rules behind that, and what your options are.

CBD is a medicine

Cannabidiol is treated as a medicinal product in Norway, not as a supplement or an ordinary consumer good.

Everything extracted from the cannabis plant is classified as a narcotic in Norway, including products with no THC at all.

Narcotics cannot legally be received in postal shipments. That is why parcels are stopped.

Why we do not ship to Norway

Norway classifies everything extracted from the cannabis plant as a narcotic, regardless of THC content. A THC-free oil is therefore treated the same way as a narcotic substance at the border, and narcotics cannot legally be received in postal shipments.

This is not a question of customs paperwork or shipping arrangements. It is about how the products are defined in Norwegian law. We do not ship to Norway while the regulations stand as they do, and that applies to our entire range.

THE RULES

The rules, category by category

This is how the Norwegian authorities describe it themselves. The Norwegian Medical Products Agency has stated publicly that many sellers spread inaccurate claims about what is legal, so it is worth reading through.

Medicines

CBD medicines fall under medicines legislation, and under narcotics legislation as well if they are based on cannabis plant extracts. One approved CBD medicine is available on the Norwegian market: Epidyolex.

Food, drink and supplements

CBD is prohibited in food in Norway, both plant extracts and synthetic CBD. Synthetic CBD counts as a novel food and has not yet been approved by the European Commission.

Cosmetics

Products containing CBD extract from the cannabis plant are classified as narcotics and are illegal. Synthetic CBD may be permitted provided the cosmetics rules are followed and no medicinal claims are made.

E-cigarettes and vapes

E-cigarettes are regulated under the Norwegian Medicines Act and require Norwegian approval. The same rules apply as for medicines when it comes to import, manufacture and resale.

Postal shipments

Products classified as narcotics cannot be received by post, not even when they are fully legal in the country they were sent from.

HOW TO ORDER

Ordering while you are in Sweden

Many of our Norwegian customers do exactly that. While you are in Sweden, Swedish rules apply and you order on the same terms as anyone else. Our products are legal to buy, own and use there, and you need neither a Swedish personal identity number nor a permanent Swedish address. A pickup point in the country is enough.

We deliver with PostNord and DHL to service points across Sweden. You choose the pickup point yourself – ideally one close to where you are staying during your visit.

Collect your parcel

Bring photo ID. A Norwegian passport or national ID card works fine. Keep an eye on the collection deadline, as service points return parcels that are left uncollected.

You choose your pickup point at checkout. If you are staying further inland during your visit, there are service points all over Sweden – search for the nearest one at PostNord or DHL.

Taking the products home

The rules apply to the product, not to you as a person. The fact that you bought something legally in Sweden makes no difference at the Norwegian border, and that applies to luggage just as much as to post. Bringing these products into Norway is illegal, and the responsibility rests with you as the traveller.

If you use CBD for medical reasons, the route goes through your doctor. They can prescribe an approved medicine, or apply for an exemption approval (godkjenningsfritak) for an unregistered product, which the pharmacy then orders in. This is not something we can help with.

Frequently asked questions

Six questions we get most often from Norwegian customers

Can I order to a Swedish pickup point while I am in Sweden?

Yes. While you are in Sweden, Swedish rules apply and you order on the same terms as anyone else, choosing your pickup point at checkout. Our products are legal to buy and use there. Bringing them into Norway is illegal, however, and that responsibility rests with you.

No. We do not ship to Norway and we make no exceptions. The shipment would very likely be stopped at customs, leaving you without both the goods and the money.

That is true of several of them, but the classification is the same regardless. Norway treats cannabis plant extracts as narcotics whatever the THC content, which is why being THC-free does not help.

Classification is decided nationally. Most EU countries permit hemp products below a THC limit of 0.2 to 0.3 percent, whereas Norway defines the plant extract itself as a narcotic.

No. Importing into Norway requires the permits Norwegian regulations set for medicines and narcotics, and that is not something we can handle from our side. If you are a Norwegian retailer, we would point you to Plantedamp.

Several applications to approve CBD as a novel food are with the European Commission, but none has been decided. If anything changes in Norway, we will update this page.
